California plans to lift most pandemic restrictions June 15

Dr. Mark Ghaly, California Health and Human Services secretary, said officials would pay close attention not just to the rate of hospitalizations but who exactly is being admitted and how many patients had already been vaccinated.

However, the state's face mask mandate will remain in place indefinitely, along with so-called "social distancing" and the pressure to vaccinate. "We will be moving past the dimmer switch", Newsom stated.

"With the expectation of an abundance of doses coming in from the federal government through the end of this month and into May, we can confidently say by June 15 that we can start to open up as business as usual, subject to ongoing mask wearing and ongoing vigilance", Newsom said.

Events at stadiums and other large venues will be permitted, though conventions with groups larger than 5,000 will still require either proof of vaccines or testing until October 1, state Health and Human Services Secretary Mark Ghaly said.

The state crossed two important thresholds on the day of the announcement, according to Newsom: it has administered 20 million doses, and 4 million under its health equity metric. However, masking will still be required in many circumstances, and social distancing will be recommended.

That means that the talk about capacity limits at the Chase Center will be moot by mid-June, before the first two Phish shows are set to happen in July - if all goes well between now and then and enough people actually get their vaccines. It seems that is also the case for conventions, but not necessarily for big outdoor music festivals that people travel to, like Outside Lands. If the supply isn't there, we may make some tweaks to that June 15 date.

County reports two COVID-19 fatalities, 62 new cases Monday
British Columbia is shifting into its next phase in the vaccine rollout, allowing people to book their appointments online. A total of 90 people are now in intensive care in B.C., Dix and Henry said in their statement.

So, that may explain why Outside Lands made a decision to go with Halloween weekend.

Everyday activities will be allowed, and businesses will be able to fully operate.

California's ruling Democrats rolled out a plan to reopen the state's economy, while keeping most of the unconstitutional restrictions on its citizens. All counties across the state will make the move to reopen simultaneously.

The Santa Monica Pier welcomed outdoor visitors on Monday as Los Angeles County entered the less restrictive orange tier.

"With all of that, we are at the stage where we're ready to consider the next aspect of our pandemic response, " Ghaly said.

"We are seeing bright light at the end of the tunnel", Newsom said at a press conference. In San Francisco, restaurants are still operating by "Red" tier rules in terms of 25% capacity indoors, though the "Yellow" tier may soon be in our future.
