"We feel like the law is already there, no need to have added enforcement mechanisms", said one senior administration official who spoke with ABC News on the condition of anonymity to discuss plans for the proposal.

Removing factors that spur people to migrate is also a major aim of the legislative push, with $4 billion over four years dedicated to improving conditions and reducing corruption in places that are common origins of migration. It would eliminate the penalty barring those immigrants who live in the USA without authorization and who then leave the country from returning for three to 10 years.

The bill also reforms legal immigration processes by no longer counting spouses and minor children against a country's share of allotted visas.

The bill would expand transnational anti-drug task forces in Central America and enhances technology at the border. The bill will be introduced in the House by California Democrat Linda Sánchez and, a week later, in the upper chamber by Sen.

That could leave the door open to standalone bills focused on providing a pathway to citizenship for various populations. That´s why he proposed them together'.
