Boris Johnson may have had 'intimate relationship' with American businesswoman

British Prime Minister Boris Johnson will not face criminal action following allegations of misconduct over his relationship with a USA tech entrepreneur, the police watchdog said on Thursday.

The review found that as early as February 2013 an email from an individual at the mayor's London & Partners (L&P) promotional agency referred to Ms Arcuri as being "close to Boris" in an email to colleagues and further messages were supportive of staff being influenced by knowledge of the relationship.

And, he added, "it is clear from the evidence that Ms Arcuri's company was not eligible to participate in this mission".

An investigation by the London Assembly oversight committee over Mr Johnson's links with Ms Arcuri was paused in October 2019 following a request from the police watchdog, but that will now resume.

The Independent Office for Police Conduct ruled against a criminal investigation into Johnson's ties to tech entrepreneur Jennifer Arcuri.

The IOPC said it found "no evidence indicating Mr Johnson influenced the payment of any sponsorship monies to Ms Arcuri or that he influenced or played an active part in securing her participation in trade missions".

The IOPC said in the report that there was a "close association" between Mr Johnson and Ms Acuri and there "may have been an intimate relationship".

But the GLA's code of conduct at the time meant that he was under no obligation to do so, the watchdog says, and it recommends a series of measures to tighten up the code.

Neither Mr Johnson nor Ms Arcuri have denied that they were involved in an affair.

But the report also said investigators were "unable to access evidence from any email accounts, computer drives, or digital devices used by Mr Johnson and his appointees" at the time of its investigation.

Hacker House received £47k of a £100k grant from the Government's Cyber Security Immediate Impact Fund, with the remainder of cash put on hold until the review was completed.

As the mayor of the capital, Mr Johnson was also head of the Office for Policing and Crime, a position equivalent to a police and crime commissioner. "Some of the records which would have assisted the review either never existed or have been deleted".

IOPC supervisor basic Michael Lockwood stated: "The IOPC finished an extensive, independent and also neutral analysis to identify if there were practical premises to presume the criminal offense of transgression in public workplace had actually happened. That's not our remit and their decision doesn't have any real bearing on our investigation, which will focus on his conduct as Mayor of London".

A spokesman for Johnson welcomed the decision, describing the complaint as politically motivated and the months-long review "a waste of police time". However, the London Assembly has said its own investigation into the conduct of the former Mayor will continue, saying: "Londoners deserve to have their politicians held accountable".
