Britain's meteorological service, The Met Office, only issues the highest red warning when it considers the weather to be so unsafe it poses a "risk to life".

Police said the death was not being treated as suspicious or being linked to the bad weather.

The EA said on Sunday that there had been more than 600 flood warnings and flood alerts in place across England - covering an area from Scotland's River Tweed to the rivers of west Cornwall.

As the winds churned up enormous waves in the North Atlantic and the North Sea, the bodies of two men were pulled from the water Saturday in two separate searches off England's eastern coast.

Storm Dennis has hammered Britain, bringing a month's worth of rain in just 48 hours to parts of South Wales, which bore the brunt of the severe weather.

Warnings of severe flooding, which posed a danger to life, were in place in four locations for the River Teme on the Welsh borders and for the River Taff and River Neath in south Wales, English and Welsh environment agencies said.

Major incident declarations were made in a number of areas in England and Wales while a man in his 60s died after falling into the River Tawe in South Wales on Sunday.

Police declared major incidents in parts of Wales and England, with landslides also reported.

The storm, dubbed Dennis, has brought heavy rain and powerful winds to Britain and is reportedly expected to remain over the United Kingdom for the entire weekend.

"Red warnings are issued when it is highly likely the weather will cause a high level of impact, and this warning is the first red warning for rain the Met Office has issued since December 2015", said their website.

At Cray Reservoir, Powys, South Wales, 132.8mm of rain has been recorded between 0700hrs on Saturday 14 and 0800hrs on Sunday 15.

Other residents in parts of Wales and western England were cleaning up Monday after the storm flooded roads, railways, homes and businesses and disrupted travel across Britain.

Curtin from the Environment Agency said in a tweet that the "high but not exceptional" rainfall figures of the past 24 hours shows how the legacy of Storm Ciara has "driven the widespread significant flooding we're seeing".

The defence ministry deployed troops in West Yorkshire, northern England, which suffered badly from flooding caused by last weekend's Storm Ciara.

Its crisis response officer Georgie Timmins said: "British Red Cross have been liaising with relevant local authorities, offering to support people affected by Storm Dennis across the UK".

Hundreds of flights and trains were cancelled or delayed.
