Tour's new pace-of-play policy focused on the 'habits of the slowest players'

The second-tier Korn Ferry Tour also will adopt the new pace of play rules later this year.

The new policy was accepted by the policy board in 2015 with an emphasis on what the Tour takes into consideration the "individual habits of the slowest players".

Paul Casey, a member of the PGA Tour's Player Advisory Council which has approved the new regulations, insists it is time for the professionals to take more responsibility in getting around the course in a more acceptable time, although he warned that the changes would not be significant.

"Changing the regulation for an immediate one-shot penalty to now be triggered by two bad times in a tournament instead of a round will force slower players to consistently ensure they play within timing regulations, " said John Paramor, the European Tour chief referee.

The announcement is similar to the European Tour's, who will also penalise players with a stroke penalty for a second bad time in a tournament.

American Adam Long claimed his maiden PGA Tour title here a year ago in just his fifth start on the world's biggest stage, defeating Mickelson and a Adam Hadwin by a solitary stroke.

"We looked back at all the moments in recent history where you see players taking a long time and it's disturbing to various constituents", Dennis said. "It's just very hard to walk some of these golf courses in the time we're meant to, this time-par thing always frustrates the players a little bit".

There will be a one-shot penalty for the second breach in a tournament rather than a round.

The so-called "Observation List" will not be made public, however.

"We've significantly upped the ante on stroke penalties". Under the previous policy, gamers were just offered a stroke fine momentarily hard time in a round.

"This is part of our wider, robust policy to tackle slow play but our fundamental advice to all players remains consistent - they should be ready to play when it is their turn".

Meanwhile, anyone in the field who takes more than 120 seconds to play a single shot without a legitimate excuse will be assessed an excessive shot time and observed throughout the round by an official.

While the previous penalty for a shot-time violation was $5,000 U.S., new penalties could be raised to as much as $50,000.
