Japan PM Abe likely to meet President Trump on April 18

There are allegations that the deal involved Abe's wife, Akie, who briefly served as honorary principal for a planned new elementary school.

The scandal revolves around the 2016 cut-price sale of state-owned land to a nationalist school operator who claims ties to Abe and his wife Akie.

"This is an issue only for the finance bureau (of the ministry) ... therefore we never reported outside the finance bureau ... not to mention reporting to the prime minister's office", said Sagawa, 60.

A key figure in a document-tampering scandal involving Japan's Finance Ministry on Tuesday refused to testify on exactly how the ministry's Financial Bureau had deliberately altered the documents.

Another document originally noted that the school operator was involved with a powerful pro-Abe political lobby, but that comment was later deleted.

Kiyomi Tsujimoto of the main opposition Constitutional Democratic Party of Japan blasted Sagawa's testimony as "betraying public expectations". She underscored the need for Akie Abe and other senior officials to give testimony.

Suspicions have arisen about a sale of state-owned land at a huge discount to a nationalist school operator with ties to Mr Abe's wife, Akie, setting off the biggest political crisis Abe has faced since returning to power in 2012 and prompting protestors to call nearly nightly for him to quit.

Abe has apologised repeatedly, but denies any wrongdoing.

According to Japan's public broadcaster NHK, the prosecutors in question may have knowledge of an e-mail sent by a Financial Bureau official to the Ministry's Osaka bureau, ordering the documents be falsified.If Sagawa ordered the falsifications, he could be charged with creating false public documents, NHK said of the matter.

This sparked furious scenes in the normally restrained Japanese Parliament, as opposition lawmakers jeered and dismissed the testimony as a waste of time.

While support for opposition parties remains weak, it is rising, and public anger has cast a shadow over Abe's prospects of winning a third term as president of the ruling Liberal Democratic Party in a September election.

During Tuesday's proceedings, hundreds of protestors, including opposition party members, gathered outside the Diet building shouting "Tell the truth!"
