An global human rights group says China poses a worldwide threat to human rights and is using its growing economic clout to silence its critics.

Beijing's "crushing" oppression at home and its moves to spread its censorship to the rest of the world are threatening decades of progress made on global human rights, according to a new Human Rights Watch (HRW) report.

"The effect under President Xi Jinping is China's most pervasive and brutal oppression in decades", he said.

"At home, the Chinese Communist Party, anxious that permitting political freedom would jeopardise its grasp on power, has constructed an Orwellian high-tech surveillance state and a sophisticated internet censorship system to monitor and suppress public criticism", Mr Roth wrote in his essay.

"And while other governments commit serious human rights violations, no other government flexes its political muscles with such vigor and determination to undermine the global human rights standards and institutions that could hold it to account", he said.

To avoid a global backlash against surveillance, internet censorship and oppression at home, Beijing is trying to undermine worldwide institutions created to protect human rights, Roth said. But he was denied entry there this week.

It insists that its vast camps in the province are centers for "vocational training", and "de-radicalization", where people learn job skills and are then free to leave.

Hong Kong's financial system remained resilient though the city has experienced considerable social unrest and challenges in recent months, said the chief executive of the Special Administrative Region (SAR) on Monday.

"An inhospitable terrain for human rights is aiding the Chinese government's attack", the organization said in a statement.

The organization criticized US President Donald Trump, who was deemed to be "more interested in embracing friendly autocrats than defending the human rights standards that they flout".

Roth added that the European Union had been distracted by Brexit and handicapped by nationalist member states. Hong Kong and China make up for the largest share of HSBC's revenue.
