300-page impeachment files push Donald Trump to precipice

When Congress began investigating, it added, Trump obstructed the investigation like no other president in history.

"President Trump's scheme subverted U.S. foreign policy toward Ukraine and undermined our national security in favor of two politically motivated investigations that would help his presidential reelection campaign", the report said. He also continued to seek assistance from foreign governments to probe a 2020 political rival, it said.

"It will be up to the Congress to determine whether these acts rise to the level of an impeachable offense, whether the president shall be held to account, and whether we as a nation are committed to the rule of law - or, instead, whether a president who uses the power of his office to coerce foreign interference in a USA election is something that Americans must simply 'get over, '" Schiff said in a statement along with Oversight Chairwoman Carolyn Maloney and Foreign Affairs Chairman Eliot Engel.

US House Democrats on Tuesday released their final report, which aims to provide the basis for formal impeachment charges against US President Donald Trump.

The White House dismissed the report.

"You can have a report that goes through twenty articles that were investigated, but only one or two are brought to a vote", said a second aide to a House Judiciary Committee Democrat, who described the proposal as having a "one-page summary" of articles of impeachment serving as the cover to a more comprehensive report.

"This report reflects nothing more than their frustrations", said White House spokeswoman Stephanie Grisham.

"The evidence is clear that President Trump used the power of his office to pressure Ukraine into announcing investigations into his political rival, former Vice President Joe Biden, and a debunked conspiracy theory that it was Ukraine, not Russian Federation, that interfered in the 2016 election", the committee said in a statement.

It characterizes the president's misconduct as neither "an isolated occurrence, nor was it the product of a naive president". "Rather, it was a dramatic crescendo within a months-long campaign driven by President Trump in which senior US officials, including the Vice President (Mike Pence), the Secretary of State (Mike Pompeo), the Acting Chief of Staff (Mick Mulvaney), the Secretary of Energy (Rick Perry), and others were either knowledgeable of or active participants in an effort to extract from a foreign nation the personal political benefits sought by the President".

It called the evidence of Trump's misconduct and obstruction "overwhelming".

The report will be sent to the Judiciary Committee, which will draft possible articles of impeachment that the House would vote on.

On Wednesday, the House Judiciary panel will hear from constitutional experts as they decide whether to put forward the formal articles of impeachment.

The committee is likely to hold additional hearings, though none have been scheduled yet.

The calls and texts were made during the time period when Giuliani was publicly discussing his efforts to pursue investigations into former Vice President Joe Biden and his son and into supposed Ukrainian interference in the 2016 election.

And the committee also found Giuliani in contact on August 8 with numbers associated with the White House, and European Union Ambassador Gordon Sondland also in contact with White House and OMB phone numbers on August 9 as negotiations with Ukrainian officials about announcing investigations were ongoing.

In London, Trump repeated his defence that his calls with Zelenskiy were "perfect" and that the impeachment inquiry was "a hoax", accusing Democrats of a three-year effort to undo his 2016 election victory as he seeks re-election next November.

The president and other administration officials have criticised the timing as Trump attends the summit overseas, although former Democratic President Bill Clinton also faced impeachment during a 1998 trip to Israel.

"There remain unanswered questions, and our investigation must continue", according to the 300-page report drafted by staff of the Democrat-led House Intelligence, Oversight and Reform, and Foreign Affairs Committees.

The report said the scheme to get Ukraine to carry out political investigations extended well beyond the July 25 phone call.

The president also personally attacked Schiff, who until now has spearheaded the Democrats' inquiry of him, calling the intelligence committee chairman "a deranged human being".
