Barry hit the Louisiana coastline at a Category 1 hurricane with 75 miles per hour winds but then returned to being a tropical storm, leaving behind massive flooding throughout parts of the state.
Several schools were closed on Friday, due to the expected landfall of Tropical Storm Barry on the Gulf Coast.
Crews clear debris from Highway 23 during Hurricane Barry in Plaquemines Parish, Louisiana, U.S. July 14, 2019. Much of Louisiana and MS were under flash-flood watches, as were parts of Arkansas, eastern Texas, western Tennessee and southeastern Missouri.
Edwards says he's "extremely grateful" Barry did not produce the devastating floods that forecasters predicted.
"We're thankful that the worst case scenario did not happen". More than 90 people were rescued because of high water in at least 11 parishes, Edwards said.
The remnants of the once mighty storm Barry, the first hurricane of the 2019 season, dumped risky amounts of rain as it crawled north through the United States on Monday after coming ashore west of New Orleans at the weekend.

According to the NHC, part of south-central Louisiana could still have rainfall totals up to 30 centimeters.
New Orleans Mayor LaToya Cantrell said Sunday the city was "beyond lucky" that rainfall there fell well short of early predictions of a deluge that could overwhelm the city's pumping systems. As of Monday morning, almost 25,000 customers in Louisiana were still without power, Entergy says.
"We were spared", she said at a news conference, while noting the city was ready to help nearby parishes if needed. Contributing to this report were Associated Press writers Rebecca Santana in New Orleans; Jay Reeves in Mandeville; Rogelio Solis in Morgan City; Emily Wagster Pettus in Jackson, Mississippi; Jeff Martin in Atlanta; and Jeffrey Collins in Columbia, South Carolina. However, more than 100,000 people in Louisiana and MS were without power over the weekend, according to CBS News.
Mr Edwards thanked the public for taking officials' warnings seriously over the weekend, but he also reminded residents that it is still relatively early in the Atlantic's hurricane season.
