With an average outlook of just +2% over the past year, the sector has recorded its least optimistic year since the depths of the financial crisis in 2009.

Lastly, the transportation & utilities sector and wholesale and retail trade sector both report an outlook of +8% and and improvements of four percentage points, while the finance, insurance and real estate sector reports the weakest outlook with +7% and a decline 2 percentage-point decline in hiring intentions. It is the most comprehensive, forward-looking employment survey of its kind and is used as a key economic statistic by both the Bank of England and the United Kingdom government.
