9-year-old boy persuades US town to revoke snowball ban

Range View Elementary School third grader Dane Best throws the first legal snowball in the parking lot of the Town Hall after presenting his argument to the town board trustees to change a law in Severance that bans snowball fights on Monday Dec. 3 2018

In Severance, a town about 60 miles north of Denver, it's always been illegal to throw snowballs.

"Today's kids need reasons to play outside", Best said, according to member station Colorado Public Radio.

The rule, which town officials think had been around since the town's 1920 founding, is part of an ordinance that strictly forbid people from shooting or throwing missiles or stones at people, animals, trees or property.

Dane spent about two months researching the subject and spoke to town administrators, who suggested he come to the November meeting of the town council.

He delivered a presentation on the subject to a local town board, who backed his message on Monday night.

After winning his argument, Dane was given the town's first legal snowball to throw in celebration. "And, I want to throw a snowball without getting in trouble", Best argued.

"He's always been timid and bashful, so when he told me he was doing that, I said, 'Good for you Daners, ' especially at this age now, to be able to do that", Dane's grandfather Rick Best told the Greeley Tribune. He had his classmates write letters in support to their council members.

New Study Shows How Guns Are Affecting Life Expectancy For Black Americans
On average, life expectancy across the globe is steadily ticking upward-but the same can't be said for the United States. The suicide rate in 1999 was 10.5 per 100,000 deaths, while today it has risen to 14.5, the highest rate in 50 years.

"The law was created many years ago", added Best, who wore a pink shirt and bow tie for his moment in the civic spotlight.

"The children of Severance want the opportunity to have a snowball fight like the rest of the world", he said during his presentation on Monday.

And after Monday night's success, his four-year-old brother Dax had better watch out.

"Following that he received a little plaque and a gift card that had to be used to buy a snowball maker", Rietkerk said. He then worked with Mayor Don McLeod and his parents to figure out exactly what steps needed to be taken to amend the ban on snowballs from the ordinance.

Although he faced hard questions from the board-including: "Can we amend this ordinance to say that if you're over 60, no one can throw a snowball at you?"-officials were impressed with the boy's performance and agreed to repeal the ban".

"We are proud of him for taking initiative to make some change, no matter how small it may be", Derrick Best, Dane's father, told KCNC. "She called the town hall and then she told me I had to make a speech", he explained to CBS Denver. Because his grandpa couldn't'.

The nine-year-old recently discovered that he's also been breaking another odd Severance law. Under the ordinance, Best's pet guinea pig is illegal in the town.
