Fifa rules prohibit the global transfer of players under the age of 18 unless their parents have emigrated for reasons not connected to football or both the player and club are based within 50km of a national border. Thus, the clubs are to be presumed innocent unless decided otherwise. There are exceptions relating to transfers within the European Union or European Economic Area. "It will touch most of the big clubs around Europe and in the Premier League", a source close to Telegraph revealed.

FIFA's rules prohibit global transfers involving players under the age of 18 whose parents have emigrated for reasons unconnected to football, or if the buying club and the player are based within 50km of a national border.

The other four clubs reportedly involved are not known, but Federation Internationale de Football Association confirmed in September 2017 that Manchester City were under review for their conduct involving youth players.

And now The Times report that a judgement from FIFA's Integrity and Compliance has recommended that the west London club be banned for four transfer windows following 13 further offences.

Spanish giants Barcelona, Real Madrid and Atletico Madrid have already been found guilty of infringements, with the Catalan giants and Atletico each serving a two-window embargo.

Federation Internationale de Football Association has allegedly recommended that Chelsea should face a two-year transfer ban for illegally signing a number of youth players.

In October 2011 (when Traoré was just 16) the player was involved in a U-18 match against Arsenal.

FIFA confirmed they were investigating Chelsea back in September 2017, though a club spokesman insisted the club "complies with all FIFA Statutes and Regulations when recruiting players".

It now transpires that the club allegedly had an agreement with the player's mother and paid for Traore and his siblings to move and be educated in England.

Traore was sold to Lyon for £8.8 million in June 2017 after 16 first-team appearances for Chelsea.

Federation Internationale de Football Association guidelines forbid the signing of foreign players under the age of 18. Two players who were signed by Barca while the club's case was pending - Arda Turan and Aleix Vidal - were made to wait for their debuts.

Real Madrid and Atletico Madrid received transfer bans for breaching rules over the signing of minors in early 2016 and were fined £246,700 and £816,800 respectively.
