"I'd like you to remember that Chairman Kim Jong Un said there is no correlation between declaring the end of the (Korean) war and a pullout of U.S. troops from South Korea, or a weakening of the South Korea-U.S. alliance, and that (South Korean) President Moon Jae-in also said to that effect several times", Kim said at a press briefing on Tuesday.

It did not specify why the meetings were postponed or at which side's request.

After last year's fears of war, North Korea and the United States are trying to revive stalled diplomacy meant to rid the North of its nuclear weapons.

Lately it has been pushing for verification of any inventory the North provides, which would put the focus on the inspection of the Punggye-ri nuclear test site and Tongchang-ri missile engine test facility the North has destroyed as well as the Yongbyon nuclear plant, which is still very active. "North Korean relations has been disappointing".

There are concerns that North Korea's push for such a declaration could be a ploy to divide the U.S.

The statement did not threaten to end nuclear negotiations, however, and the North Koreans are said to still be pursuing a second summit between President Trump and Kim Jong Un.

On Sunday, Pompeo said he was "not worried" about the North Korean demands and insisted there would be "no economic relief until we have achieved our ultimate objective". "And we're prepared to do that in support of Secretary Pompeo", Dunford said.

Earlier in October, during the meeting in Pyongyang, the US state secretary and North Korean leader agreed to create a joint working group to discuss in the near future the denuclearization of the Korean peninsula and another possible North Korean-US summit.

Pompeo was reportedly incensed in September at a military agreement between the two Korea's, with South Korean Foreign Minister Kang Kyung-wha saying Pompeo called her twice in one day to express his displeasure because he felt he had not been adequately briefed.

"It is hard for us to comment on Chairman Dunford's remarks, because we don't know exactly what he meant by it", presidential spokesperson Kim Eui-kyeom said in a regular press briefing on Tuesday.

But the growing divide between the USA and South Korea also has many concerned, as liberal President Moon Jae-in pushes for closer Korean ties including demilitarizing the border and increasing economic cooperation.
