They reported seeing many destroyed homes, some with staircases leading to doors suspended 10 feet (3 meters) in the air with nothing on the other side, entire structures washed away. Another half million people lost electricity in other states. Gulf and Franklin counties, which are on the coast, and Holmes County, which is to the north, were all more than 90 percent without power. It was the most powerful hurricane on record to hit the Panhandle. The facilitys 1,400 patients and staff had no electricity, water or ways to communicate with the outside world.

Pre-landfall, just 3,500 people were counted in shelters. Residents in these areas should follow all advice given by their local officials. About 375,000 residents were under mandatory or voluntary evacuation.

Federal Emergency Management Agency Administrator Brock Long said officials were just starting to go in and survey the damage but expect power to be out for weeks in some areas.
