After submerging North Carolina with almost 1 metre of rain, the storm dumped more than 16.5 centimetres of rain in the Northeast, where it caused flash flooding.

He advised people to stay off the flooded roads, even ones with only a few inches of water on them, and to not drive at all if possible, because a road could be swept away "in a matter of minutes".

During his tour, he stopped to speak with a man that had a storm-damaged boat on his lawn.

Trump spoke briefly about the "epic" flooding and promised to throw all the money at North Carolina as soon as possible.

As of September 18, eight deaths have been reported in the state.

The Horry County Sheriff's Department said in a statement that when the waters overtook the van, they rose too quickly for the pair to be saved. "This is real emergency stuff at the highest level".

Trump was joined by U.S. Sens.

"Everybody's closed, so we're hoping we can at least get a tarp here, maybe two", Karen Foster told ABC News.
