Million Chickens, Thousands of Pigs Dead in North Carolina Following Hurricane Florence

Much of North Carolina returned to normal on Wednesday, even as broad swaths of the state remained inundated and imperiled by floods spurred by Florence.

The death toll from storm Florence has risen to at least 37 in the U.S. East Coast, including two mental health patients drowned in a van overtaken by floodwaters, local media reported Wednesday.

Cooper warned that the flooding is far from over and will get worse in places.

"To the approximately 10,000 people staying in our shelters and the countless more who are staying with friends and families or in hotels, I know it was hard to leave home and it's even harder to wait", Cooper said.

North Carolina continues to bear the brunt of Florence's deadly deluge, as rivers continue to rise and thousands of homes and roadways remain submerged. The flooding killed an estimated 3.4 million chickens and 5,500 hogs on farms.

And the effects from the slow-moving storm were still being felt Tuesday as record inland river flooding was impacting areas such as Pollocksville in Jones County, where US 17 was impassable.

The announcement by the Trump administration of $US200 billion ($277 billion) in tariffs on goods made in China, and Beijing's response with $US60 billion in tariffs of its own, has once more led to hand-wringing among the business community and the United States allies, with former Australian Treasury secretary Ken Henry describing the latest developments as "deeply disturbing".

Todd Tremain needed tarps to cover up spots where Florence's winds ripped shingles off his roof.

He sympathized with those who were forced to flee and are now relying on government-distributed bottled water and ready-to-eat field rations. An olive-drab military forklift moved around huge pallets loaded with supplies.

The power is back, but there's no running water and it's hard to breathe inside.

"It's pretty bleak", Bender said. "We have it, and we will be supplying it", Trump said.

"There is a strong potential that those who live within the 1-mile evacuation area of the Cape Fear River will be impacted by flooding", the city said in a statement.

North Carolina Gov. Roy Cooper said Monday that "catastrophic flooding and tornadoes are still claiming lives and property". Fayetteville Mayor Mitch Colvin said it was unclear if the bridge was threatened.

"Our rivers are still cresting, and there is still danger for some people", he said.

The governor said 16 rivers statewide were at major flood stage and more than 1,100 roads were closed.

Trump called Florence "one of the most powerful and devastating storms ever to hit our country" and promised federal support for disaster relief.

Amtrak announced that it will resume passenger train service in and through North Carolina on Thursday. The utility later agreed to plead guilty to nine Clean Water Act violations and pay $102 million in fines and restitution for illegally discharging pollution from ash dumps at five North Carolina power plants.
