Accuses Russia of 'cheating' on N.Korea sanctions

The U.S. says its effort to keep pressure on North Korea's economy through sanctions approved by the Security Council is being undermined by Russian Federation and China, who the Americans accuse of helping Kim's regime skirt the restrictions.

The statement did not name countries, but it came a day after Haley accused Russian Federation of interfering in a report from the U.N.'s independent Panel of Experts on the implementation of sanctions.

Nebenzia said the Russian Federation and other members of the North Korea Sanctions Committee "expressed a number of comments which were reviewed correctly by the Experts, and then taken on board, when they transferred the report to the Security Council". It said some products allegedly were off-loaded from Russian ships. "And until we get there, we must not ease the powerful worldwide sanctions that are in place".

He also said that "members of the Security Council and by extension all United Nations member states have unanimously agreed to fully enforce sanctions on North Korea and we expect them to continue to honor these commitments".

There are signs that the North is "still maintaining and developing its nuclear weapons and ballistic missile program", said Rosemary di Carlo, the United Nations undersecretary general for political affairs, at the Security Council meeting. At the same time, he still urged alternate countries to "step up their efforts" aimed at stopping illegal goods transfers to North Korea. Those businesses include a Chinese logistics company and its affiliate in Singapore, as well as Russia-based Profinet and its director general.

She said the North had obtained more than 800,000 barrels of refined petroleum products in the first 8 months of the year.

Reacting to the accusations by Haley, Russia's United Nations ambassador, Vassily Nebenzia, said Moscow insisted on having the report amended as it had become "hostage to the vision of Washington" and did not take into account Russia's views.

"We have seen a lot of division on many issues between the United States and Russian Federation in the Security Council, [but] North Korea had been one rare part of the agenda where there was unity".

China argued that sanctions alone will not force North Korea to denuclearize.

Seoul expects a "significant breakthrough" from the inter-Korean summit in Pyongyang, Cho said, but added that sanctions must be implemented in a "mutually complementary manner".

In fact, however, North Korea's nuclear disarmament started even before the Trump-Kim summit - at Pyongyang's initiative.
