NCAA Unveils A Number Of Major Changes To Rules & Policies

The NBA's current rules require USA players to be 19 years old and one year removed from high school, which has led to many elite high school players using college basketball as a one-year waypoint before turning pro. Now, players will be able to return to school if they are not drafted. But a distinct irony exists in the inclusion of agents into the recruitment process when their activity was part of what created college basketball's myriad problems that prompted Federal Bureau of Investigation involvement. In other words, the NCAA's much-deliberated rule changes in response to a massive corruption scandal are reliant on the NBA and USA Basketball, neither of which contributed to the scandal nor were alerted prior to this announcement.

College players also will be allowed to form relationships with NCAA-certified agents if they request an evaluation from the undergraduate advisory committee.

For players to take advantage of this change, they would need to declare for the draft, request an undergraduate advisory committee evaluation from the National Basketball Association and be invited to participate in the National Basketball Association combine.

The NBA also balked at the NCAA's assumption it would lower the draft age to 18.

Agents would be allowed to cover minimal expenses such as meals and transportation associated with meetings or workouts with pro teams, but that could be complicated.

The NCAA has announced changes to rules regarding highly-touted basketball prospects.

Furthermore, reports have surfaced that USA Basketball isn't interested in grading high school players as "elite" or not.

Last month, Commissioner Adam Silver said that the league will likely amend its age-eligibility rule.

"My opinion is that we spend so much time talking about 10 guys [who could go from high school to the NBA] whereas Division I college basketball has 4,000 or 5,000 players and we spend so much time on the phrase that is so catchy, 'one-and-done, ' that it's the headline of almost every college basketball article".

Gen. Martin Dempsey, the chairman of USA Basketball said, "USA Basketball has been working with the NBA, NBPA and NCAA since April to make sure we all do the right things for our young basketball athletes".

The changes also allow the NCAA to accept outside information that has been "established by another administrative body or a commission authorized by a school".

"The intent here is to just try to reinforce that fact that university presidents are ultimately responsible for the behavior of the people involved in their athletics programs, just as they are with any other group of employees and they have to step up and take responsibilities", said Bud Peterson, chair of the NCAA Board of Governors and the president of Georgia Tech. "We remain committed to promoting fairness in college sports and creating an environment that will champion the success of student-athletes".
