Ireland says European Union reaction to Brexit white paper lukewarm - minister

Theresa May

The White Paper reads: "UK courts would not, however, be able to make preliminary references to the CJEU".

"Agreement on them is necessary prior to us adopting a withdrawal agreement". "These repercussions range from new controls at the EU's outer border with the United Kingdom, to the validity of UK-issued licences, certificates and authorisations and to different rules for data transfers".

Barnier said Britain shared the EU's desire for an ambitious trading relationship, a level playing field and a security partnership.

Mahmood Pradhan, the deputy director for the European department at the International Monetary Fund, said: "We are very concerned".

Britain's proposals on its future relationship with the European Union contain constructive elements, but many questions remain, EU chief Brexit negotiator Michel Barnier said on Friday.

The Washington-based body also urged the EU to continue to allow London-based "central counterparties" (CCPs) that clear global financial trades to handle euro transactions - something the European Central Bank has resisted previously.

"Each of these issues is important and we need to have an agreement on each and every one of these issues".

Barnier has warned that it will be hard to conclude the negotiations by the October target, which would give parliaments on both sides time to endorse the deal.

He also raised several practical problems with the plan, including the "major risk of fraud", and significant financial and administrative costs for businesses.

Security measures, including the blocking of dubious connections and changing of passwords, were taken to thwart the hackers. All patient records in SingHealth's IT system remain intact and there has been no disruption of healthcare services.

"We can improve the backstop", Barnier said. People much further away than the people we trade with now. Ok.

"And, on that basis, I look forward to resuming constructive discussions".

The EU has proposed that Northern Ireland stay aligned with the bloc after Brexit if no other solution to the hard border can be found.

"The protection of the peace process and upholding our binding commitments in the Belfast Agreement are grave responsibilities", she said.

"No technology solution to address these issues has been designed yet or implemented anywhere in the world, let alone in such a unique and highly sensitive context as the Northern Ireland border", she said.

"We are quite happy that we have something we can work with, but it is not more than that, it is not the ten commandments, it is a negotiating paper put on the table", said the European Union official, adding that the European Union doesn't negotiate the white paper, but the exit deal.

Standing with Raab on Thursday, Barnier said there were only 13 months to finalise a withdrawal agreement.

But he questioned the UK's plans for a common rulebook as it only referred to goods checked at the border, not areas like pesticide use, adding: "How can we protect consumers in Europe?"
