"I told people that I would be very unhappy if they didn't up their commitments very substantially, because the United States has been paying a tremendous amount", Trump said.

"Germany has agreed to do a lot better than they were doing, and we're very happy with that", Trump said, without going into specifics.

President Donald Trump's displeasure with the U.S.'s military allies over their relatively low defense spending is no secret.

When pressed to explain Trump's claims he credited the president with a "new sense of urgency" among allies to "redouble our efforts" to increase defence spending, but did not report any new cash or time commitments. He said the allies had confirmed their intention to meet the goal of 2 per cent by 2024 and no more.

Trump warned of "grave consequences" if allies do not immediately meet higher spending targets, derailing a morning meeting of North Atlantic Treaty Organisation leaders with the leaders of Georgia and Ukraine on the second day of a North Atlantic Treaty Organisation leaders' summit on Thursday.

Trump also reiterated his criticisms of Germany, which he said earlier this week was "totally controlled by Russia" because of a deal for a natural gas pipeline.

Trump: "Only five of 29 countries were making their commitment and that's now changed".

The issue dominated the president's public remarks after he arrived in Brussels on Tuesday, striking fear among European officials that the president would question the US' role in the alliance.

Another NATO diplomat said Trump trampled on protocol by pointing at some leaders he said were not spending enough and addressing Merkel by her first name, referring to her as "you, Angela".

He complained the United States "pays tens of Billions of Dollars too much to subsidise Europe" and demanded that member nations reach their goal to spend 2 per cent of GDP on defence, which "must ultimately go to 4%!"

Trump told The Sun newspaper on Thursday - in an interview that was published as he was feted by May at an opulent welcome dinner at a country palace - that he felt unwelcome in London because of protests, including a giant balloon that was being flown over Parliament on Friday depicting him as an angry diaper-wearing baby.

The alliance was founded upon the notion of collective defense, meaning an attack on one member state is considered an attack on all of them.

Before anyone even arrived in Brussels, Belgium for Day One of the NATO Summit, Trump was already tweeting his allies about not putting up enough money for global defense.
