Chris had top winds of 60 miles per hour (95 kph) at 5 a.m. Monday, and was expected to remain almost stationary through Tuesday before moving northeastward as a hurricane.

No coastal watches or warnings are in effect, but forecasters say swells along the coasts of North Carolina and the mid-Atlantic states could produce risky surf and rip current conditions.

A tropical storm warning was issued for Dominica, which was battered by Hurricane Maria in September as a Category 5 storm.

Puerto Rico Governor Ricardo Rossello met with his Cabinet and weather experts on Sunday to prepare for Beryl's arrival, Rossello's office said in a statement.

Dominican Prime Minister Roosevelt Skerrit told residents to store water because the government would shut down the water system as a precaution.

A tropical storm warning had been issued for Dominica, which was battered by Category 5 Hurricane Maria in September of a year ago.

Murder probe raises stakes in nerve agent case
Detectives are working to identify the source of the contamination, police said , but a source has not yet been established. The Skripals have been released from hospital but the investigation into the attack on them continues.

Aside from Chris, the only other prospect for tropical storm activity in the Atlantic is from the weather disturbance, which was, at one point, Hurricane Beryl. Deeper into the Caribbean, a state of emergency was declared in Puerto Rico, where Maria caused more than an estimated $100 billion in damage. While the storm was still categorized as Tropical Depression 3 on Saturday, a man died when he was caught in rough surf on a North Carolina beach. "They're the ones who are suffering the most now".

Lugo lost his roof and two walls to Maria and was waiting for volunteers to secure his new roof before Beryl.

Parts of New Brunswick, Nova Scotia and Prince Edward Island were issued the public alert as the tropical storm starts to move slightly in a northeast direction from the Atlantic Ocean.

At noon, Chris was 566 miles west of Bermuda, with winds of about 60mph and higher gusts.

"The main concern with this type of storm is initially heavy rain and strong wind, the impact of which is highly dependent on the track the storm takes". It said Beryl could reform into a tropical cyclone in a few days when its remnants are forecast to move through the Bahamas. A stationary front draped across the southeast and Atlantic coast will keep Chris out at sea before being swept northeast by a trough/cold front.
