Chancellor Angela Merkel's Bavarian allies warned the German leader Wednesday against offering financial concessions to other European countries to resolve a conflict over migration that has shaken her government.

Her hardline interior minister Horst Seehofer on Monday gave her a two-week ultimatum to reach European Union deals with already heavily burdened European Union frontline states such as Italy and Greece to allow Germany to turn back asylum seekers who previously registered in another member country.

The EU is due to hold a summit on Sunday to discuss illegal migration to Europe, but Italy's government has said it will not sign up to any plan unless help for its country is prioritised.

Italy is insisting that other countries accept the migrant boats that have brought 700,000 people to its shores over the past decade, while Merkel's interior minister is threatening a government crisis over his plans to tighten border security.

The new Italian government has intensified existing Italian complaints that the country is taking in more than its fair share of refugees thanks to the number of people fleeing Africa by boat in recent months, many of them heading to Italy, one of the closest points in Europe to their starting point in Libya.

So the issue of migration will likely be at the forefront of the Lebanese leg of the visit, but it is also an enduring legacy of her time in office so far.

"We don't want what is happening with immigration in Europe to happen with us!"

Speaking on World Refugee Day, Merkel herself stressed the need for a European solution to the influx of migrants that the continent's governments have argued over for almost three years.
