President Donald Trump arrives in Singapore Sunday for a highly touted summit with North Korean leader Kim Jong Un

Lee said earlier that Singapore's government will gladly pay the $20 million it cost to host the summit.

Kim had people around the world reaching for the dictionary when he called Trump a "mentally deranged United States dotard", saying he would "tame" him with "fire".

A woman guest, challenged by the same North Korean official, said she had only taken photos of the lobby and refused to show her phone. "It's never going to be there again", Trump said on Saturday.

"Excitement in the air!" he wrote in a tweet. China and South Korea would have to sign off on any legal treaty.

"The entire world is watching this historic summit", Kim told Lee during their welcome meeting.

North Korea's official media have reported that leader Kim Jong Un is in Singapore to meet President Donald Trump to discuss how to forge a new relationship.

Trump said Saturday that he believes he will know within the first minute whether Kim is seriously considering eliminating his nuclear arsenal and infrastructure, as the US demands.

The US wants North Korea to give up its nuclear weapons but it is not clear what Pyongyang might want in return.

But he has since lowered expectations, backing away from an original demand for North Korea's swift denuclearisation.

He planned to meet with Lee at noon and then visit with U.S. Embassy staff members who had scrambled to help arrange the visit. At the G7 summit in Canada and in the hours afterward, Trump railed against trade practices that he described as unfair and said he'd given US representatives instructions to rescind an agreement to official communique that outlined a mutual plan to ensure "free, fair, and mutually beneficial trade".

But it's Kim's pursuit of nuclear weapons that gives his meeting with Trump such high stakes. He described it as a "get to know you plus" meeting.

US President Donald Trump shared a warm handshake with Singapore Prime Minister Lee Hsien Loong in front of cameras at 12.45pm on Monday (June 11), as they began their meeting at the Istana.

The jet landed at the airport Sunday afternoon amid huge security precautions on the city-state island. He has not left his country since taking office in 2011 other than to visit China and the South Korean side of the border Demilitarised Zone.

Kim was accompanied by three officials including vice chairman of the Central Committee Kim Yong-chol.

His sister and close aide Kim Yo Jong is also in Singapore, and is believed to have travelled separately on the ageing Soviet-made Ilyushin-62 that is Kim's personal aircraft.

The behaviour of the media workers and of North Korean security guards, who later accosted tourists taking photos, offered a glimpse into how isolated, tightly regimented North Korea works, just as Tuesday's summit raises the prospect, perhaps still distant, that it might be about to take the first step towards emerging from its Cold War shell.

Bolton's hardline rhetoric last month infuriated North Korea and almost derailed the summit.

North Korea's cameramen are nothing if not zealous in their efforts to get the best pictures of their leader.
