A number of states have tried to get around the FCC's repeal by either developing legislation laying out their own net neutrality rules, or by issuing gubernatorial executive orders that limit which Internet providers can do business with the state.

The new internet rules came into effect on Monday in the USA after Federal Communications Commission (FCC) repealed the 2015 Obama administration's much publicised net neutrality rules in December by a 3-2 vote.

The rules oblige Internet service providers, or ISPs, to enable access of all content and applications, regardless of the source, and without favoring or blocking particular products or websites. But as the Federal Communications Commission's repeal of the rules takes effect, states are pushing their own laws to protect their version of a free and open Internet.

Rival services like Sling TV and Netflix count video against data caps, essentially making them more expensive to watch.

However, while Pai has focused on how the new rules require ISPs to be transparent "about their network management practices", he hasn't touched on some of the most criticized aspects of the repeal: the ability to throttle, prioritize, or block content and internet access.

FCC Chairman Ajit Pai, who spearheaded the deregulatory move, says the repeal will improve broadband service. OR followed in Washington's footsteps in April, passing its own net neutrality law. For the first time in many markets, ISPs will face real competition for your home internet service.

Some lawmakers, states and tech companies are still fighting to save the rule.

What exactly is net neutrality?

"The consumer is going to be protected and we preserve the incentive for companies to build out better, faster, and cheaper internet access". This year the U.S. Senate voted to repeal the FCC's decision on killing net neutrality, but this was seen as a largely symbolic victory. The Senate last month passed a Congressional Review Act measure 52-47 aiming to overturn the 2017 measure (the CRA is a quick way to overturn newly-passed regulations within 60 legislative days of passage).

Net neutrality is the basic principle that all internet traffic should be be treated equally.

"Our approach includes strong consumer protections", Pai wrote in his CNET op-ed.

"We may not see the broadband providers immediately change their practices on day one", said Matt Wood, a policy director at consumer advocacy group Free Press.

Two states, OR and Washington, have passed net neutrality laws and 29 states are considering legislation, which could lead to new legal battles over Internet laws.

Paid prioritization: Service providers could not create an internet fast lane for companies and consumers who paid premiums and a slow lane for those who didn't.
