Now Draper is back with a more modest proposal to create three Californias, and he's managed to spend enough money and get enough signatures for it to appear on the November 2018 general-election ballot, cheek by jowl with more conventional initiatives on matters like gas and property taxes.

The initiative, often referred to as "Cal-3", was sponsored by billionaire venture capitalist Tim Draper. President Donald Trump's victory in 2016 led to a ballot movement to have California secede from the U.S. That effort failed to gain enough signatures last year but was started again this year, CNBC reported.

The initiative proposes the state to be split into three new states: California, Northern California and Southern California.

Lawmakers would only have 12 months after congressional approval to set the new rules; otherwise the state's debts would automatically split between the three new ones.

- "California" would be made up of six mainly coastal counties, including Los Angeles, Santa Barbara and Ventura counties. The state's elaborate system of aqueducts would become a managerial-and political-challenge for three states instead of just one. The measure calls for three smaller state governments: Northern California, encompassing San Francisco and 39 other counties; California, covering Los Angeles and five other counties; and Southern California, accounting for areas including Fresno and San Diego.

A CNN analysis in April found that even if California split into three states, it would still be underrepresented in the Senate compared with most of the US. Were voters to approve his ballot measure, the effort would need the blessing of both houses of the California Legislature - lawmakers who, in a sense, would be asked to abandon their posts.

The three proposed states are split fairly evenly by population, but differ in terms of median income and leading industry. It cleared its first hurdle in October when Draper was given the go-ahead to find signatures so the initiative could make it to the ballot, according to the Deseret News.

Draper has reasons for wanting to slice and dice his home state. He's since updated it to include Tulare County as part of Southern California.

"While this measure anticipates action to divide California's debts and secure congressional approval within two years after voter approval, it would be hard for this timeline to be put into practice", the state report concluded. "Californians deserve a better future".

A new state, 'New California, ' would encompass the rural areas.
