Alberta's premier says the Trans Mountain pipeline expansion "has more certainty", after the federal finance minister announced plans to buy the project Tuesday morning.

It is subject to approval by Kinder Morgan's shareholders.

"The outcome we have reached represents the best opportunity to complete the TMEP and thereby realize the great national economic benefits promised by that project".

Alberta has also agreed to provide funding for any unexpected costs that arise during construction.

Amid the feud, the pipeline has become a barometer for foreign investments in Canada, with some warning of a spillover into other sectors of the economy.

Horgan said the federal decision will not change his plans to contest the exclusive federal jurisdiction surrounding the project in court. His days of getting out of Canada to bask in the adoring selfies are over.

Opponents of the pipeline are concerned about the risk of oil spills from tankers along Canada's pristine Pacific coast impacting fisheries and tourism.

The two western provinces have been sparring over the pipeline, a situation that Mr Morneau said can not be allowed to "fester". "We should be investing in growth industries that are clearly where the world is heading. It polarized us. That is not who we are", Carr told the news conference.

His Liberals face a hard balancing act in trying to champion climate action while supporting growth in Canada's oil sector. The project has been beset by legal uncertainty and rising protests from environmental groups and the province of British Columbia.

According to Hudema, the movement opposing the project " will not back down" following the government's purchase.

Opposition to the news was swift Tuesday morning.

The Canadian federal government will likely have a hard time selling the Trans Mountain pipeline system it purchased for $4.5-billion on Tuesday until it can show the risks to the project have been reduced.

Green Party Leader Elizabeth May was arrested earlier this year at a protest against Kinder Morgan's Trans Mountain pipeline expansion project.

Morneau says the federal government does not plan to be a long-term owner and is in negotiations with interested investors, including Indigenous communities, pension funds and the Alberta government.
