How to decipher North Korea's whiplash diplomacy

US President Donald Trump said "we will have to see" if his planned summit with North Korean leader Kim Jong-un will go ahead.

North Korea has already said it has suspended such testing without requesting the USA stop its cooperative military drills and during a meeting in Pyongyang earlier in March, Kim Jong Un reportedly told South Korean special envoys that he "understands" that the exercises "must continue".

Trump will host South Korean President Moon at a summit at the White House on May 22, and the two are expected to discuss the upcoming US-North Korea summit.

"We believe this will help all parties to build mutual trust and create necessary conditions for solving problems through dialogue", he said.

North Korea threatened earlier in the day to scrap the historic summit between Trump and Kim, saying it has no interest in a "one-sided" affair meant to pressure the North to abandon its nuclear weapons.

Cancellation of the summit, the first between USA and North Korean leaders, would deal a major blow to what would be the biggest diplomatic achievement of Trump's presidency.

In a statement released on Thursday, Governor Calvo said he "appreciates President Trump's tough stance in the face of North Korea's threats against Guam and the United States last year".

"The President is ready if the meeting takes place", White House spokeswoman Sarah Huckerbee Sanders told Fox News. "We just can't do it", he said of North Korea, which has been working on missiles capable of hitting the United States.

Trump's aides - who, according to one U.S. official, were caught off guard by North Korea's warning - were working on Wednesday to determine whether it was a negotiating ploy by Pyongyang or an attempt to scuttle the summit.

"The president is ready if the meeting takes place". -South Korea military exercises such as Foal Eagle, Key Resolve and Maximum Thunder as practice for an invasion. "Kim looks at this and says, 'Why would I give up my nuclear weapons, '" Gates said.

DPRK is the acronym of the North's formal name in English, the Democratic People's Republic of Korea.

North Korea on Tuesday pointed to U.S. State department spokesperson Heather Nauert was barely able to hide her surprise, given that Kim had "previously said he understands the need and the utility of the United States and the Republic of Korea (South Korea) continuing in its joint exercises". South Korea's foreign ministry said that minister Kang Kyung-hwa spoke to Pompeo immediately after North Korea's postponement of the talks.

After weeks of warm words and diplomatic backslapping, Pyongyang abruptly threatened to pull out Tuesday, over U.S. demands for "unilateral nuclear abandonment."In an angrily worded statement, the North warned "if the USA is trying to drive us into a corner to force our unilateral nuclear abandonment, we will no longer be interested in such dialogue".

If Pyongyang's statements caught Washington and Seoul off guard, they reflected a well-established North Korean position: that it is only willing to negotiate with the United States as a fellow nuclear power. "They have historically made unreasonable demands ahead of summit talks and then threatened to walk away if they don't get what they want", he said. It includes aircraft from across the U.S. military services. "The defensive nature of these combined exercises has been clear for many decades and has not changed", he said.

In his meeting with Xi last week, Kim registered his desire for Chinese support in the talks, particularly his call for a "phased and synchronous" approach to denuclearization, as opposed to Trump's demand for an immediate end to its nuclear program.
