It would only impact businesses with over $20 million a year in gross revenue. That figure could quickly rise when the funding mechanism would transition to a payroll tax.

The "head tax" refers to a $500 per-person tariff the city wants to impose on big-businesses that will help pay for social programs like caring for the homeless.

Right now, it appears unlikely that anyone in the council's four-person minority will budge over the weekend to support the full $500 tax, or even Lisa Herbold's proffered $350 compromise, but a lot can change in the course of two days. At a meeting with Capitol Hill business representatives last week, the duo said that data and expert reports plus their own experiences seeing the streets of the city convinced them that more needs to be invested in addressing Seattle's housing and homelessness problems.

The proposal was estimated to raise $75 million a year, the bulk of which would be used to help alleviate the city's acute homelessness and affordable housing problems.

The council unanimously approved the final ordinance modified by approved Amendment 24 with a 9-0 vote. Almost 600 large employers making at least $20 million in gross revenues would pay about $500 a year per worker. Some construction workers opposed the tax out of concern for their jobs while supporters pressed the council to do something about the rapidly expanding number of homeless families in the city. Some residents clapped while others jeered and booed when Councilman Mike O'Brien told the crowd, "We designed a tax that we believe is fair".

Along with shrinking the head tax rate, the compromise also scales back a five-year spending plan for new revenue dedicated to housing and homelessness services. The total 2018 amended budget for homelessness spending was $77,631,259, and of that, $71 million goes to the Human Services Department.

"We took a huge step previous year", said Meg Olberding of HSD.

The city also pays $1.6 million to the Seattle Police Department Navigation Team and $1.3 million for Navigation Team management and clean-up contracts. One-fifth would go toward shelter beds, tiny homes, hygiene, garbage cleanup and other homeless services. United Way of King County spent around $6.5 million in 2017.
