But the three were still unable to agree on the method of moving diluted bitumen from Alberta to the port of Vancouver.

Withholding funds is the best way to make a point, he said.

Kinder Morgan Canada was not immediately available for comment.

Notley said this morning that failure to move ahead with the project is costing the Canadian economy $40 million a day, along with an "untold" number of jobs across the country.

"The federal government can't buy off the opposition to this failing pipeline. the resistance continues to grow", said Mike Hudema of Greenpeace Canada.

Speaking after his meeting with the duelling premiers, Trudeau insisted that the Trans Mountain pipeline would go through. We are demonstrating not just that we are exerting and understanding the responsibilities that come with the federal government, but demonstrating as well what we have long held - and what Canadians understand: "that the environment and the economy must go together".

"I believe that (former) prime minister Pierre Trudeau - who was no great friend of Alberta's energy industry - would not have tolerated the. lawlessness and violation of the Constitution that we are seeing right now", the United Conservative Party leader told reporters Sunday.

"Except they've taken off the table use of the Constitutional Declaratory Power to bring legal certainty, they've taken off the power a...federal government court reference to the Supreme Court of Canada to steal the march on John Horgan's legal delay tactics in British Columbia and they've taken off the table the most obvious leverage the feds have, which is the power of the purse", he said.

Kinder Morgan is threatening to pull out of the project by May 31 if the provinces and federal government do not reach an agreement, but Trudeau is hoping Finance Minister Bill Morneau will be able to "remove the uncertainty overhanging the Trans Mountain pipeline expansion project".
