But the three were still unable to agree on the method of moving diluted bitumen from Alberta to the port of Vancouver.
"We remain committed to ensuring we're protecting our jurisdiction in this regard". Horgan said a court challenge testing whether B.C. has the jurisdiction to regulate what can and can't flow through the expansion will proceed before the end of the month.
"B.C.ers and Albertans are not opponents; they are neighbours", the prime minister said.
The Trans Mountain project would twin an existing oil pipeline that extends from central Alberta to the west coast.
Horgan's opposition to Trans Mountain - rooted in part in the fact his tenuous NDP government depends on the support of the Green party, which staunchly opposes the project - is the main reason Kinder Morgan put the brakes on non-essential spending on the project a week ago.
Withholding funds is the best way to make a point, he said.
Kinder Morgan Canada was not immediately available for comment.
Notley said this morning that failure to move ahead with the project is costing the Canadian economy $40 million a day, along with an "untold" number of jobs across the country.
"The federal government can't buy off the opposition to this failing pipeline. the resistance continues to grow", said Mike Hudema of Greenpeace Canada.

Haley said. "The United States and its allies continue to demonstrate blatant disregard for worldwide law", he said. He claimed his use of the term was intentional and that he knew the "Fake News Media" would seize on his use of it.
Notley called B.C.'s actions a "considered attempt to create uncertainty" and said Alberta won't engage in "esoteric debates" meant to "to harass a project to death". "It won't be easy - it's not an easy issue, none of this is", a senior government official said ahead of the meeting.
Horgan also would not elaborate on the "legislative and financial measures" promised by Trudeau to push the project forward.
"He didn't go into the details with me".
Horgan made clear that Trudeau made no threats and made it clear he had no intention of punishing B.C. residents.
Speaking after his meeting with the duelling premiers, Trudeau insisted that the Trans Mountain pipeline would go through. We are demonstrating not just that we are exerting and understanding the responsibilities that come with the federal government, but demonstrating as well what we have long held - and what Canadians understand: "that the environment and the economy must go together".
"I believe that (former) prime minister Pierre Trudeau - who was no great friend of Alberta's energy industry - would not have tolerated the. lawlessness and violation of the Constitution that we are seeing right now", the United Conservative Party leader told reporters Sunday.
"Except they've taken off the table use of the Constitutional Declaratory Power to bring legal certainty, they've taken off the power a...federal government court reference to the Supreme Court of Canada to steal the march on John Horgan's legal delay tactics in British Columbia and they've taken off the table the most obvious leverage the feds have, which is the power of the purse", he said.
Kinder Morgan is threatening to pull out of the project by May 31 if the provinces and federal government do not reach an agreement, but Trudeau is hoping Finance Minister Bill Morneau will be able to "remove the uncertainty overhanging the Trans Mountain pipeline expansion project".
