Deterrence and diplomacy are the only options for North Korea

Tillerson seeking neutral ground for

Trump's first year in office lent credence to the first concern.

But Mr Tillerson seemed somewhat surprised at the invitation, telling reporters that it was "the most forward-leaning report that we've have had in terms of Kim Jong-un's - not just willingness - but his strong desire for talks". Administration officials claimed deterrence couldn't work and discussed a possible "bloody nose" strike that could trigger a nuclear war.

Tillerson says the first meeting will be about Trump and Kim "getting a sense of one another" and determining whether there is the space and will to accomplish something together on the North's nuclear weapons program.

Relations have been deteriorating since 2007 when years of talks aimed at ending North Korea's nuclear programme broke down. He was absolutely right.

But that hasn't stopped officials, analysts, and other observers from debating the pros and cons of possible summit sites, ranging from North Korea's capital city of Pyongyang, to the Joint Security Area (JSA) between the two Koreas, to farther afield in other areas of Asia or Europe. Progressive governments in Seoul delivered about $8 billion in economic assistance and got nothing in return.

GOP Hopes Tax Cut Bill is Sweet Spot in Western Pennsylvania
A solid Republican showing for Lamb would be a rebuke to Trump, who campaigned for Saccone in the district over the weekend. They've painted Lamb as a lackey of House Democratic leader Nancy Pelosi of California and weak on immigration.

Meanwhile, in New York, US' National Security Advisor HR McMaster and US Ambassador to the UN, Nikki Haley, briefed members of the UN Security Council on developments related to North Korea. South Korea's current president, Moon Jae-in, who was a top aide to "sunshine policy" President Roh Moo-hyun, evidently has not lost faith in negotiations.

All this heightens the dangers posed by Trump's impulsive decision, which already gives the North Koreans a huge win in the validation and recognition of a face-to-face meeting with a sitting USA president. It is seen as very unlikely that Kim would go to Washington or Trump to Pyongyang, so most expect a neutral location to be used. That's beyond the North's promise not to resume nuclear testing and missile flights or publicly criticize U.S.

"Recently, the United States leader issued an executive order to impose a 25 percent tariff on imported steel and 10 percent on aluminum", the newspaper said.

Even as the world reacts, North Korea has maintained silence, not responding to Trump's announcement last week.

Chinese President Xi Jinping hopes "smooth" talks between North Korea's leader and the presidents of the United States and South Korea can produce progress towards Pyongyang's denuclearization, according to state media. Eventually, it may be willing to bargain in earnest. "So, he would use this to extract payoffs", McMaster continued, "as the regime has done with their nuclear program in the past, and to drive the States and our allies away from this peninsula that he would then try to dominate."For those duly skeptical of the efficacy and wisdom of preventive war - not least because of the incredible human suffering it would necessarily entail-the truth of McMaster's argument is not almost so "clear" as he claims. As retired Col. Andrew Bacevich, a military historian, has argued that, Kim is indeed "engaged in a huge game of blackmail", but not as McMaster describes".
