Milwaukee County Jail Death Results In Charges For Three Staffers

District Attorney John Chisholm discussed criminal charges he filed against three county jail staffers

Three Milwaukee County jail staffers are facing criminal charges for their role in the dehydration death of a mentally ill inmate who spent a week without water, prosecutors said Monday.

Maj. Nancy Evans, 48, of the Milwaukee County Sheriff Office is charged with felony misconduct in office and obstructing an officer.

Ms Meadors and Mr Ramsey-Guy are both charged with neglect of a resident of a penal facility, a felony that is punishable by up to three-and-a-half years in prison.

Jail Lt. Kashka Meadors, 40, and correctional officer James Ramsey-Guy, 38, were each charged with neglecting an inmate, a felony offense, the Milwaukee Journal-Sentinel reported.

The move was meant to discipline Thomas, who had used his bedding to clog a toilet and flood his jail cell in the special needs unit, where he was initially kept for his bipolar disorder, according to prosecutors.

The defendants appeared in court Monday and remained free on signature bonds. They are due back in court March 2 for a preliminary hearing. No cash bail was imposed, and it is not likely they will be taken into custody, according to Milwaukee County District Attorney John Chisolm.

"We're focusing on the individuals that we think are most responsible", Chisholm said. The medical examiner ruled he died from "profound dehydration" and classified it a homicide.

The case was not the only time an inmate was punished by being deprived of water.

During a press conference earlier this week Schmidt, who was not Sheriff when Thomas died, described the incident as heartbreaking. The Waukesha County Sheriff's Department is investigating those three most recent deaths.

James Lee Ramsey-Guy, the third staffer charged, is accused of turning off the water and not notifying anyone on the shift after his.

Thomas' family has said he was having a mental breakdown when police arrested him April 14, 2016, for shooting a man in front of his parents' house and later firing a gun inside a casino. "We know the videos".

He said, however, that later charges could be laid against the company contracted by the jail to provide health care to inmates.

"This family is going through a horrific ordeal", he told reportes.
