Trump To Unveil $1.5 Trillion Infrastructure Plan Days After Signing Massive Budget

Last word on State of the Union Trump hit a grand slam Democrats looked glum

US PRESIDENT Donald Trump's budget director says that the budget the administration sends to Congress on Monday will seek to move billions of dollars in extra spending that Congress approved last week to areas that will reflect the president's priorities - including the wall between the US and Mexico.

President Donald Trump hopes to stimulate $1.5 trillion in infrastructure investment by spending $200 billion over the next ten years-his plan relies on state and local governments and private corporations to make up the rest of the money.

"Together, we can reclaim our building heritage", he said. The American Society of Civil Engineers gives the nation a grade of D+ for the condition of transit, highway, bridge, rail, water and other infrastructure, and says the country is in need of an investment of $2 trillion more than is now budgeted. These would be "projects that can lift the American spirit, that are the next-century-type of infrastructure as opposed to just rebuilding what we have now".

The budget plan to be released on Monday also proposes a $3 trillion deficit cut over 10 years, White House Budget Director Mick Mulvaney said in a statement.

The $200 billion in direct federal spending breaks down into five parts. Last year, Trump's budget predicted a $526 billion budget deficit for the 2019 fiscal year starting October 1; instead, it's set to easily exceed $1 trillion once the cost of the new spending pact and the tax cuts are added to Congressional Budget Office projections.

Over the weekend, the White House boasted that numerous objectives in the Trump plan already come under support from both major parties - although there are differences as to how exactly they should be achieved.

"I do have doubts that it's going to generate the infrastructure investment with local funds", said Pagano, citing his annual survey, which found last summer that municipal general funds still haven't rebounded to their 2006 level before the Great Recession hit.

A senior administration official added that DJ Gribbin, Gary Cohn, the team at the NEC, and White House Office of Legislative Affairs have all worked on the infrastructure issue.

The document, which the White House has declined to comment on, proposed providing grants to state and local governments to encourage infrastructure investment.

About $50 billion, would go toward rural projects - transportation, broadband, water, waste, power, flood management and ports.

But projects would be scored "higher" based on how much non-federal money states are able to pony up, according to the White House.

Trump also wants to speed up projects by limiting the environmental permitting process to two years.

- Shortened permitting process to two years.

It could not be learned how large the White House projects the deficit will be after 10 years.

In a scathing conclusion, the ASCE said, "Deteriorating infrastructure is impeding our ability to compete in the thriving global economy, and improvements are necessary to ensure our country is built for the future".

Trump's approach is to let Congress negotiate the details.

The spending measure that Trump signed would fund federal agencies through March 23 and extend the government's borrowing authority through March 2019, the report added.

The budget proposal also includes $782 million to hire and support 2,750 additional officers and agents at US Customs and Border Protection (CBP) and US Immigration and Customs Enforcement (ICE), Mulvaney said.

"This is one of the tools in the toolbox", Pat Jones, CEO of the International Bridge, Tunnel and Turnpike Association, said before Trump unveiled his plan.

Instead, the new budget deal and last year's tax cuts herald the return of trillion dollar-plus deficits.

The remaining $10 billion would go into a capital financing fund, which the administration says would go toward funding federal government office building infrastructure.
