House Minority Leader Nancy Pelosi said she would oppose the deal because it does not include protections for the Dreamers, young undocumented migrants brought to the U.S. as children.

Most Democrats in the House voted against the spending bill, trying to use it as leverage to get a vote on immigration. Senate Republican Leader Mitch McConnell of Kentucky begged his home-state colleague to stop his dilatory tactics and offered to let him make his point with a procedural vote. She led Democrats in reiterating that demand in a letter to Ryan sent just after the shutdown began at midnight.

"I ran against the devastating effects of the budget sequester on our national defense, and this deal lifts this harmful policy so that Secretary Mattis can combat the readiness crisis and rebuild our military to defend us against 21st century threats", she said.

The House of Representatives cleared the measure early Friday morning in a 240-186 vote, with 73 Democratic members voting for passage.
