It said much of the shipments passed through Chinese, Russian, Malaysian and Vietnamese ports and that more than 30 representatives of North Korean financial institutions were operating overseas, including in China and Russia.

The report by a panel of experts said many countries including China, Russia and Malaysia had failed to stop the illegal exports, the BBC reported.

North Korea earned $200 million previous year by exporting banned commodities in breach of global sanctions, according to a United Nations report.

This undated photo released by North Korea's official Korean Central News Agency (KCNA) on February 1, 2018, shows North Korean leader Kim Jong-Un at the newly-remodeled Pyongyang Trolley Bus Factory in Pyongyang.

The 213-page report - seen by multiple news agencies - said North Korea used false paperwork to hide the origin of the coal it shipped to other countries, including Russia, China, South Korea, Malaysia and Vietnam.

And one unidentified country says it has proof Myanmar received shipments of ballistic missile systems, rocket launchers, and more from North Korea.

However, Syrian officials told the monitors that the only North Korean experts on its territory were involved in sports.

The UN found evidence of military co-operation by North Korea to develop Syria's chemical weapons programmes.

Syria agreed to destroy its chemical weapons in 2013.

The UN monitors also say they investigated 40 unreported shipments from North Korea to Syria's Scientific Studies and Research Centre, which is in charge of Syria's chemical weapons program, between 2012 and 2017.

North Korean diplomats, in particular trade representatives, continue to provide logistical support for arms sales and help organise exchanges for military technicians, it said.

Last year, the Security Council adopted a series of resolutions to tighten and expand exports bans aimed at cutting off revenue to North Korea's military programmes.

The report said there was not enough "political will" and coordination to ensure sanctions were fully working.

The confidential report to a U.N. Security Council sanctions committee also referenced information that the reclusive country provided ballistic missile systems to Myanmar.

Two weeks ago, a Japanese spy plane spotted a North Korean tanker likely violating United Nations sanctions by engaging in an illicit ship-to-ship transfer with a Dominican flagged ship.
