Senate Adjourned Shutdown Until Monday Noon

Senate Majority Leader Mitch McConnell's spokesman said Sunday that Republicans are opposed to using the nuclear option to change Senate rules in order to end the shutdown.

The Senate has advanced a bill reopening federal agencies through February 8 after Democrats relented and lifted their blockade against the legislation. Short lashed out at Senate Democrats for shuttering the government to appease the far left among their base, saying military funding and border security monies are being "held hostage" by that group because the "base of their party is upset about all the progress we made past year".

Democrats had insisted that any bill to renew government funding also contain permanent protections for approximately 700,000 young, undocumented immigrants who were brought illegally into the United States as children.

Trump announced in September he would revoke those protections.

The high-level meeting followed discussions among a bipartisan group of moderate senators who said they made progress but offered few details of a possible compromise. The vote is happening now, but more than enough senators have voted to advance the bill ending the shutdown.

Democrats climbed onboard after two days of negotiations that ended with new reassurances from Senate Majority Leader Mitch McConnell that the Senate would consider immigration proposals in the coming weeks.

As Republicans and Democrats heatedly blamed each other for the shutdown, Congress scheduled a Saturday session to consider a three-week version of the short-term spending measure. "To my Democratic friends, don't overplay your hand", he told reporters.

It was not immediately clear whether it was well-received, though the Senate's No. 2 Republican did not appear hopeful.

Republicans have dug in to pit DACA recipients against CHIP, even though they could, presumably, pass a CHIP extension as a standalone bill. Mulvaney told CNN's Jake Tapper that while the White House has been "critical of that 60-vote rule since the president took office", Trump was trying "to shed some light on the fact that if the ordinary rules prevailed - the majority rule in the Senate - the government would be open as of today". A stopgap spending measure was slated for a vote on Monday after midnight, but Democrats have so far refused to go along with the temporary fix. "It would be my intention to proceed to legislation that would address DACA, border security and related issues", McConnell said, adding: "It is also my intention take up legislation on increased defense spending, disaster relief and other important matters" then. The government has been operating since October 1 under a series of short-term budget bills because Congress has been able to agree on a year-long spending package.
