Iranian President Hassan Rouhani, a relative moderate who was re-elected previous year, has expressed sympathy for peaceful protesters anxious about how to make ends meet amid high unemployment and 10-percent inflation.

An official said a few protesters had been arrested in Tehran, and footage posted on social media showed a heavy police presence in the capital.

But the unrest continues as videos on social media show demonstrations hitting areas across the country for a fourth night.

The unrest was initially over price rises and corruption but the focus quickly turned to the remote elite and particularly Supreme Leader Ayatollah Ali Khamenei. Nine deaths were reported overnight, according to Iran's state television, lifting the death toll to 20.

Russian Federation has criticized the U.S. push for Iran to be discussed at the Security Council and it remained unclear if other council members would try to block the meeting via a procedural vote.

Iran's economic growth rebounded to more than 12 per cent past year after sanctions were lifted under a 2015 nuclear deal with world powers, but analysts say much of the windfall has come from renewed oil sales that generate few jobs. CBS News correspondent Elizabeth Palmer said it all began Thursday, with a single demonstration in the eastern Iranian city of Mashhad.

The security forces are, so far, showing some restraint.

Iran's ambassador to the United Nations on January 3 charged that expressions of support for the protesters from Pence and Trump amount to meddling in Iran's internal affairs, while some outside experts have questioned whether the United States can do much to help people who take to the streets to question the government in Iran.

According to Abdolreza Rahmani Fazli, Iran's Interior Minister, the unemployment rate in some parts of the country is over 60%.

His comments came hours before the USA said it would seek emergency talks at the United Nations regarding the situation in the country.

"From labelling them a "terrorist nation" and banning them from visiting the United States, to petty insults on the name of the Persian Gulf", he wrote, referring to Trump's use of the term "Arabian Gulf".

On Monday, Vice President Mike Pence said on Twitter that as long as Trump is president and he is vice president, "the United States of America will not repeat the shameful mistake of our past when others stood by and ignored the heroic resistance of the Iranian people as they fought against their brutal regime".

Russian Federation jumped to Iran's defence, with deputy foreign minister Sergei Ryabkov telling state agency TASS: "Despite the many attempts to distort what is really going on (in Iran), I am sure that our neighbour, our friend, will overcome its current difficulties".

Germany is one of the world powers that agreed to the landmark 2015 nuclear deal with Iran in which sanctions were lifted in return for Iran taking steps to limit its enrichment of uranium.

When did the protests begin? . The Rouhani administration has two options: it can follow the example of its predecessors ([Ali Akbar Hashemi] Rafsanjani after the protests of the early 1990s and [Mohammad] Khatami after the 1999 student uprising) and opt for a more cautious path; or capitalise on public discontent to push the system towards more genuine reforms. However, the protests now transcend conservative issues.

"People have had enough, especially the young people".

Iranians held nationwide pro-government rallies backing the Islamic establishment Wednesday, while the revolutionary guard says anti-government protests are over.
