The national executive committee (NEC) of the ANC has resolved that all party structures nullified by courts will not have voting status at its national elective conference so as not to "contaminate" the gathering.
The decision is seen as a blow to the Nkosazana Dlamini-Zuma faction as the affected structures were expected to give her their vote once the party started its election process.
While it is understood that some advocates have been placed on standby for potential court action this weekend, an urgent application in the High Court in Johannesburg to stall or collapse the ANC's conference may have little prospect of success.
He said the same will apply to "the branches that were cited in the cases in both Bojanala and the Free State will not vote at conference".
"Other issues will be discussed by the various provinces beyond this conference".
USA secretary of state to meet with Canada's cabinet, talk Korea crisis
During the Atlantic Council meeting, he said it's not realistic to expect the North to come to the table ready to denuclearize. Later speaking to reporters, Tillerson said that Washington would not accept any preconditions for talks with Pyongyang.
In the Pietermaritzburg High Court on Friday‚ Judge Rishi Seegobin dissolved the KwaZula-Natal PEC - preventing the 27-member executive from participating in the conference.
The members challenged the results of the conference that saw Zikalala replacing former premier Senzo Mchunu in the position of chairperson.
"All structures that are nullified by the courts will not be voting delegates at conference".
The court also ruled that the decisions of branch meetings held during October to November 2017, for the goal of electing delegated to the national conference were irregular, invalid and unconstitutional and were set aside. "They will not vote‚" Mantashe said.
The court ruling did not affect the rights of delegates who have been elected at properly constituted branch general meetings to serve as delegates at any conference of the ANC.
